<br />City Council Study Session - 07/17/06 <br />Minutes - Page 9 <br /> <br />(DNR) policy requirement was to have authorization of the local <br />public body prior to removal of geese from private property as <br />the geese were public property and all residents had a right to <br />express their opinion regarding the potential eradication of geese. <br /> <br />Councilmember Kough suggested that Dr. Cooper and residents <br />get together for a solution and come before the City Council with <br />options. <br /> <br />Mayor Klausing noted the City Council's recent meetings with <br />their various Advisory Commissions, all expressing additional <br />funds, and opined his lack of commitment to expend funds for <br />goose eradication, when there were so many priorities. <br /> <br />Councilmember Pust suggested that the PWETC discuss the <br />problem with residents; opining that there would be some <br />citizens wanting to protect the geese; and further opining that this <br />issue and presentation was too preliminary to come before the <br />City Council at this stage. <br /> <br />Dr. Cooper encouraged the City Council to seriously consider <br />addressing the goose problem, given safety in light of Asian <br />Virus concerns and the propensity of geese as primary carriers. <br />Dr. Cooper clarified that he was not attempting to be an alarmist; <br />however, he noted that there may be a need to isolate human <br />contact with goose droppings city-wide, state-wide and <br />nationally; noting continued preparations for a possible influenza <br />epidemic. <br /> <br />The unidentified citizens reiterated their desire for the City to <br />address those geese hatched at the HANC and their continuing <br />frustration. <br /> <br />3. <br /> <br />Hear a Request from the Roseville Fire Relief Association for <br />a Pension Benefit Increase <br />Association Treasurer Jim Bodsgard and Assistant Treasurer <br />Dennis Koehntopp (KEEN-TOP) presented a Bench Handout <br />entitled, "Roseville Firefighter's Relief Association Request for <br />Increase in Pension" dated July 17,2006 (attached). <br /> <br />Mr. Bodsgard and Mr. Koehntopp took turns providing detailed <br /> <br />Roseville Fire <br />Relief Association <br />Pension Benefit <br />Increase <br />
