Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items; with no one appearing to <br />speak. <br /> <br />Request of Councilmember Kough: Discuss the Geese <br />Problem in Roseville (former Agenda Item 13.g) <br />Councilmember Kough introduced Professor Jim Cooper to <br />provide information on past practice and options for goose <br />removal and/or control. <br /> <br />Mayor Klausing clarified that the City Council had not discussed <br />this as a group; but was receiving additional information in <br />response to citizen complaints. <br /> <br />Dr. Cooper provided his expertise and credentials in urban geese <br />control; his research and proposed management programs. <br /> <br />Dr. Cooper reviewed the nature of the goose population; the <br />wide-spread nature of the problem; disease issues related to <br />goose feces; effective goose management programs; and those <br />programs that were costly and ineffective. <br /> <br />Dr. Cooper provided extensive and detailed research and <br />techniques; opining that the most reasonable and effective <br />methods were the use of hunting dogs, or fences. Dr. Cooper <br />noted that those methods simply moved the problem to another <br />area. <br /> <br />Discussion included natural habitat and nesting characteristics; <br />cost estimates for city-wide removal; and the natural nesting area <br />at HANC. <br /> <br />Several unidentified audience members passionately expressed <br />their frustration and sought the City Council's assistance in <br />eradicating the goose problem from their private property, <br />alluding to the origin of the geese from the HANC. <br /> <br />Dr. Cooper advised that the Department of Natural Resources' <br />
