<br />City Council Minutes - 02/11/02 <br />Page 2 <br /> <br />Pat Johnson, resident and task force member, spoke to <br />the value of design guidelines and the opportunity <br />presented by the County's reconstruction of County <br />Road C. <br />Perrie Heider, resident and task force member, spoke <br />about coordinating the streetscape design and <br />construction with the County's design and construction, <br />and about cost efficiencies. She indicated that citizens <br />between Oxford and Rice voiced support for <br />undergrounding electric utility distribution lines. <br />Tim Krienke, business owner and task force member, <br />spoke about the City's assessment policy, cost allocation <br />and community benefits. <br /> <br />Maschka asked about funding sources. Bloom spoke <br />about a blend of city, county, and federal tax revenues. <br />Maschka asked about current assessment policies for <br />residential and commercial properties. <br />Klausing asked about the benefits to the community of <br />constructing such streetscapes. <br />Kay Thorpe and Pat Johnson spoke about the positive <br />improvement in homeowner property values as a result <br />of such public investments. Pat Johnson spoke in favor <br />of phasing this streetscape project. <br />Klausing voiced a concern about streetscape elements <br />that were not functional, such as entry monuments. <br />Kough asked about coordination of bids and <br />constructi on. <br />Schroeder commented about the moving in the right <br />direction, but his concerns about maintenance. <br />Maschka spoke in favor of decorative concrete rather <br />than brick pavers. <br />Kysylyczyn spoke about prioritizing bus shelter <br />construction and maintenance, the quality of the <br />drawings in the Report, the desirability of reducing <br />monuments, on-street bicycle lanes, and undergrounding <br />utility lines. <br />Kough spoke about the next steps and assessment <br />policies. <br />Bloom explained the public hearings and feasibility <br />study process. <br />Kysylyczyn thanked the Task Force for their Report. <br />
