<br />City Council Minutes 03/11/02 <br />Page 3 <br /> <br />Kough asked about affordable housing eligibility <br />guidelines. <br /> <br />3. Metropolitan Council Family Housing Partnership <br /> <br />Cecile Bedor, Director of Metropolitan Council's <br />Affordable Family Housing Partnership, spoke about a <br />variety of Met Council housing initiatives. For example, <br />there is a new Met Council program called "SMART." <br />It is a mortgage program connecting affordable housing <br />and rapid transit. <br /> <br />She also described the Met Council program by which <br />the Council will purchase, at fair market value, 15 <br />single- family units in Roseville, renovate them ($40,000 <br />average cost of renovation), and then lease those units to <br />eligible families at a reduced lease rate. There have been, <br />so far, four properties acquired in Roseville at an average <br />cost of $174,000. She projected the Met Council would <br />meet its goal of acquiring 15 units in Roseville by this <br />June. <br /> <br />Kysylyczyn responded that he would like to see 20 units <br />in Roseville, not 15. <br /> <br />In response to a question from Maschka, Bedor said the <br />Met Council might look at converting its units to home <br />ownership over time. She related several success stories <br />with this program. <br /> <br />Bedor then briefly reviewed the Section 8 Housing <br />Program in Roseville. We have 132 Section 8 Vouchers <br />in Roseville. <br /> <br />Welsch summarized the common themes in the <br />presentations. Additionally, he asked about the potential <br />to create a Roseville HRA. He noted that our $700,000 <br />Roseville Housing Fund is tapped out every year.
