<br />City Council Minutes - 03/11/02 <br />Page 4 <br /> <br />HRA tax levy. <br /> <br />Kysylyczyn asked about the discontinance of the state <br />loans for mobile home renovation. Kysylyczyn stated <br />support for an HRA. <br /> <br />Kough spoke about the HRA in Austin. <br /> <br />Welsch discussed a time line for creating a Roseville <br />HRA. <br /> <br />Kysylyczyn spoke about Truth-in- Taxation hearings for <br />the HRA. <br /> <br />Klausing asked for more information about the value of <br />an HRA in Roseville. <br /> <br />Maschka asked about the difference between an HRA <br />levying for $300,000 and the City adding to or including <br />that amount in its existing property tax levy. <br /> <br />Kysylyczyn spoke in favor of an HRA Board and <br />housing expenditure disclosure. <br /> <br />Schroeder spoke in favor of studying an HRA further. <br /> <br />Kysylyczyn spoke against item #10 in the Housing Plan <br />dealing with the Housing Replacement Program; he <br />favored using those funds in the Roseville Home <br />Improvement Loan instead. <br /> <br />Maschka spoke in favor of the Housing Replacement <br />Program, saying it helped avoid neighborhood blight. <br /> <br />Klausing asked for more information about these types <br />of properties. <br /> <br />Beets suggested adopting the Plan without the Housing <br />Replacement Program at this time; Staff would make a <br />presentation on the costs and benefits of this program, <br />probably during budget presentations. <br />
