<br />City Council Minutes - 03/11/02 <br />Page 7 <br /> <br />described the rating done by the Insurance Service <br />Organization, a private entity whose ratings affect the <br />price private businesses pay for property insurance. <br />Roseville has the highest ISO rating in Minnesota. <br />Gasaway then described various staffing models for the <br />Fire Department and the need for emergency medical <br />service in Roseville. Allina has moved their base of <br />operations out of Roseville into Vadnais Heights for <br />cost-cutting reasons. He described the advantages and <br />disadvantages of a combined staffing model. <br /> <br />5.Financial Issues <br /> <br />Miller summarized the materials he distributed as part of <br />the Council's packet. He reviewed the City's debt <br />capacity, tax capacity, various financing scenarios, and <br />the estimated tax impact on property owners resulting <br />from new facilities. <br /> <br />6. Decision Tree and Critical Path <br /> <br />Beets described two potential site plans: one for the <br />Civic Center that includes a renovated and expanded <br />public safety and public works space, and a second <br />conceptual site plan for the Parkview School site <br />including a Community Center. <br /> <br />Mayor commented on Ellerbe Becket report of July 25, <br />2001 which estimated facility needs at $37 million. <br />Mayor shared information calculated by Miller, which <br />stated that "an average homeowner would pay $4500 on <br />property tax or $60 per person on sales tax to raise this <br />level of funds." <br /> <br />VI.
