<br />City Council Minutes - 04/08/02 <br />Page 2 <br /> <br />and screen other advertising. Maschka asked about <br />shelter sites and designs. Welsch noted there were <br />probably 20-25 shelter sites in the City. Piernot noted <br />there were 900 Metro Transit shelters in Minnesota and <br />only 13 Metropolitan Council maintenance personnel. <br />Piernot noted allocation of "excess revenue" from <br />advertisers in their partnership with cities. Piernot also <br />discussed moving shelters at their expense. Klausing <br />asked about First Amendment issues. Kough asked <br />about the terms of a contract. Schroeder asked about <br />graffiti removal. He indicated general support for the <br />concept. Kough asked about insurance coverage. <br />Kysylyczyn indicated a preference for transit map <br />routing inside shelters. Klausing indicated general <br />support but expressed reservations about advertising on <br />some shelters in residential areas and was concerned <br />about political messages on shelters. Piernot indicattd <br />that residences wi thin 100 yards of a proposed shelter <br />would have input into shelter advertising. Council <br />indicated a preference for a distinctive Roseville shelter. <br />Klausing asked about an exclusive contract and seeking <br />competitive proposals. Piernot responded that contracts <br />with his company were not exclusive. <br />Kysylyczyn sought public comment and there was none. <br /> <br />C. Police Department Re-Accreditation Report and Police Department <br />Discussion Re-Accreditation <br />Acting Chief Carol Sletner, Administrative Analyst <br />Karen Rubey, and Lt. Rick Mathwig described issues <br />and costs associated with re-accreditation. Klausing <br />asked about the value of outside performance standards. <br />Kysylyczyn, Maschka, Schroeder, Kough and Klausing <br />commented in favor of not seeking re-accreditation at <br />this time due to its costs and associated difficulties. <br /> <br />III.
