<br />City Council Minutes 04/22/02 <br />Page 3 <br /> <br />Kysylyczyn moved, Kough seconded, 1) to direct that a <br />study be undertaken to address changes in the City's <br />official controls relating to sexually oriented business <br />uses, including the City's zoning and land use <br />regulations, 2) to hold the first reading of the Interim <br />Ordinance and by motion waive the second reading, and <br />3) to approve the Ordinance entitled "An Interim <br />Ordinance Placing Temporary Restrictions on the Siting <br />of Sexually Oriented Uses within any Zoning District of <br />the City of Roseville. <br /> <br />Maschka asked about court challenges and precedents <br />regarding the ordinance. <br />Kysylyczyn asked for public input on the moratorium <br />ordinance. No one sought to speak. <br />Kough asked whether the moratorium ordinance would <br />affect existing uses. <br /> <br />Roll Call, Ayes: Klausing, Kough, Maschka, Schroeder <br />and Kysylyczyn. Nays: none. <br /> <br />Note: At 6:30 no member of the public sought to <br />provide Public Comment, other than those present to <br />testify on the Even-Odd Year Election Cycle issue. <br /> <br />. Even-Odd election work session discussion & public <br />testimony. <br />Kysylyczyn overviewed and indicated the Council will <br />hear everything that people have to say. He encouraged <br />positive statements. <br /> <br />1. Dick Lambert, resident, stated that even-year <br />election turn-out is higher. He advocated <br />switching to an even-year election cycle in 2006 <br />because that would have no effect on current terms <br />of Council Members. <br />2. Sharon Gerber, resident, spoke about the length of <br />the ballot. Ramsey County will put signs up in <br />ballot areas this Fall indicating that "ballots are <br />two-sided" or "flip ballot sheet over" and election <br />judges may encourage people to flip the ballot <br />over. <br /> <br />Public Comment <br /> <br />Even-Odd Election <br />Discussion <br />& Public Testimony <br />
