<br />City Council Minutes - 04/22/02 <br />Page 4 <br /> <br />3. Ed Burrell, resident, noted and encouraged the <br />Council to consider the many pros and cons, facts <br />and opinions, gathered at the Task Force public <br />meeting on April 10th, and tabulated in the <br />Council's packet. <br /> <br />Kough asked whether it was less expensive to have an <br />even-year election. Curti spoke to a cost analysis memo. <br />Burrell indicated that the Roseville Area school district <br />would continue to pay for their odd-year election costs, <br />so such election costs would still be passed along to and <br />paid by voters and taxpayers. <br /> <br />Kysylyczyn moved to the Land Use Item: Hoff Variance 7:00 p.m. <br />Request, that had been advertised to the neighborhood as Agenda Change <br />a 7:00 p.m. regular agenda issue. <br /> <br />4. Tam McGeehee, resident, spoke in favor of odd- 7 :45 p.m. Re-convene <br />year elections based on the ability of residents to <br />focus on local issues (including the school district <br />elections). She felt the cost issue for odd-year <br />elections was insignificant compared to the city <br />budget and the value of focusing on local <br />elections. If Council went forward with creating <br />an even-year local election cycle, she favored a <br />2006 effective date. As general public comment, <br />she failed to understand why we seem to be in a <br />rush on the facility renovation issues and favored <br />more time and public input. <br /> <br />Kysylyczyn asked that copies of the City Center Task <br />Force Report and the July 31, 2001 Ellerbe Becket <br />Report be given to Ms. McGeehee. <br /> <br />5. Marilyn Rose-Sanft, resident, asked how many <br />Northwestern College students vote here in <br />Roseville versus their hometown, and she was <br />frustrated that those students could affect the <br />outcome on local issues. She said an odd-year <br />election has the advantage of a shorter ballot. <br />6. Georgiana Sobola, resident, asked what the <br />procedure is for proposing and adopting an <br />
