<br />City Council Minutes - 04/22/02 <br />Page 5 <br /> <br />election-year ordinance. Kysylyczyn responded <br />that the next step would be to ask the city attorney <br />to draft an ordinance. She encouraged <br />opportunities for public input. <br /> <br />No further public comment. <br /> <br />Kysylyczyn asked for Council comments: <br /> <br />Kough preferred even-year elections because of higher <br />turnout. <br />Kysylyczyn noted the facts and opinions he found to be <br />relevant to the odd-even election cycle debate. <br /> <br />Maschka moved, Klausing seconded, to terminate further <br />Council consideration of the odd-even year local election <br />cycle. <br /> <br />Kysylyczyn spoke against the motion. <br />Schroeder spoke against the motion. <br />Klausing spoke in favor of the motion. <br />Kough spoke against the motion. <br />Maschka spoke in favor of the motion. <br /> <br />Roll Call, Ayes: Klausing and Maschka. Nays: Kough, <br />Schroeder and Kysylyczyn. Motion failed. <br /> <br />Kysylyczyn moved, Schroeder seconded, to direct the <br />City Attorney to draft an ordinance to change Roseville <br />city elections to an even-year election cycle. <br /> <br />Kysylyczyn discussed several arguments and assertions, <br />pro and con. <br />Kough spoke in favor of a citizen referendum on the <br />odd-even year election cycle. <br />Kysylyczyn supported a referendum this Fall. It would <br />require approximately 700 petition signatures. <br />Kysylyczyn proposed extending all current Council <br />terms one year pending approval of the voters this Fall. <br />He also encouraged Council members to work in favor <br />of a citizen referendum. <br />Kough noted the potential for incumbents to resign. <br />
