<br />~ <br />City Council Minutes <br />Work Session - Regular Meeting <br />May 6, 2002 <br /> <br />The City Council met on the above date with the following members 5:31 p.m. <br />present: (voting order): Schroeder, Maschka, Klausing, Kough and Roll Call <br />Kysylyczyn. Absent: none. <br /> <br />Work Session <br /> <br />I. Review of Regular Meeting Agenda Regular Meeting <br />Kysylyczyn had questions about item VIII. H. and Schroeder Agenda Review <br />about item VIII. B. They indicated they would pursue their <br />questions later in the agenda. <br /> <br />II. Additional Staff Presentations <br />A. Consider Budget Timeline Budget Timeline <br />Miller and Beets summarized a proposed budget <br />timeline. Klausing asked about receiving written <br />information in advance of budget meetings. Miller <br />responded that, yes, budget materials would be <br />distributed in advance. Kough asked about a 3% cost of <br />living adjustment. Maschka spoke about a meeting <br />schedule to address the budget. <br /> <br />B. Consider Roseville's Assessment Policy Assessment Policy <br />Beets overviewed. Miller summarized a pro forma <br />financial statement for the City relating to Municipal <br />State Aid (MSA) street improvements over the next 5-10 <br />years. He also summarized the overall financial impact <br />on the City if the Council were to reduce property owner <br />assessments for street improvements. <br />Kough asked about the various ways MSA funds are <br />used in the City. He also asked about the Infrastructure <br />Replacement Fund. <br />Maschka commented about the history and financial <br />aspects of the City's Pavement Management Program. <br />Kough asked about applying to the State for advances of <br />MSA Funds. <br />
