<br />City Council Minutes - 05/06/02 <br />Page 7 <br /> <br />Schroeder asked for clarification about two features: the <br />latter half of the mission statement and the first sentence <br />in the policy statement. <br />Kysylyczyn encouraged deletions to the draft statements. <br />Klausing spoke in favor of the version in the Council <br />packet, if a policy is going to be adopted. <br />Kough commented that the policy was fairly good. <br />Schroeder deferred to the City Attorney's reasons for <br />writing the policy as set forth in the Council packet. <br />Maschka asked about how the policy would work from <br />an enforcement standpoint, and indicated his opposition <br />to the motion. <br />Kysylyczyn suggested two friendly amendments to the <br />motion: delete the word "city" and insert the word "any" <br />before the word "business" in the third paragraph of the <br />policy following the mission statement; delete the words <br />"concerns and" from the fourth and final paragraph of <br />the policy. Schroeder accepted these proposed changes <br />as part of his motion. <br />Roll Call, Ayes: Schroeder, Klausing, Kough, and <br />Kysylyczyn. Ordinance Amending Chapter 10, Section 1005 and <br />1002 and Adding Section 1017 to the City Code by <br />Adding Regulations Relating to Sexually Oriented <br />Business Uses (PF3394) <br />J arnnik presented. <br />Kough asked about the legality of nude model studios <br />under the proposed ordinance. <br />Maschka asked about the legality of certain magazines. <br />Kough asked about the legality of certain videos. <br /> <br />Kysylyczyn moved, Schroeder seconded, to adopt a <br />resolution of findings of fact as recommended by the <br />Planning Commission, and to request public comment on <br />the first reading of the ordinance. <br />Roll Call, Ayes: Schroeder, Maschka, Klausing, Kough <br />and Kysylyczyn.
