<br />Minutes of City Council Discussion with Charter Commission Members <br />At Charter Commission Meeting <br />7:00 p.m., May 15, 2002 <br /> <br />Charter Commission A2enda Item IV. <br /> <br />Council Members Klausing, Kough, Schroeder and Mayor Kysylyczyn were in <br />attendance. <br /> <br />Charter Commission Chairman Bob Bell stated some options: Place the same <br />charter or a revised charter on the ballot this Noven1ber, or possibly adjourn and <br />reconvene a year from now. <br /> <br />Bell asked City Council Members to give the Commission some advice about what <br />the Charter Commission might do. Pat Johnson asked Bell to review the history of <br />the Comn1ission. <br /> <br />Mayor Kysylyczyn indicated the City Council would like to see the Charter on the <br />ballot this fall. Georgiana Sobola stated that Duke Addicks, League Attorney <br />advising the Charter Commission, indicated that neither the Charter Commission <br />nor the City Council could take a position on the Charter. <br /> <br />Council Member Kough spoke in favor of a Charter because of Charter powers <br />relating to Recall and Referendum, and powers relating to the sale of City property. <br />He indicated he would not support another election if it loses again this fall. <br />Johnson asked if Kough wanted the Charter on this fall or fall of 2003. <br /> <br />Kysylyczyn spoke against a Charter election in fall of 2003 and in favor of an <br />election this fall. Council Member Klausing spoke against a Charter election this <br />fall. <br /> <br />Bell asked about the status of the City Council's odd-even year election cycle. <br />Kysylyczyn described the ordinance that was first-read last Monday, and a <br />potential reverse referendum this Fall. <br /> <br />Council Member Schroeder concurred with Kysylyczyn and Kough. He discussed <br />increasing the size of the Council, wards, the role of the Mayor, filling Council <br />vacancies and special assessments. <br />
