<br />~ <br />City Council Minutes <br />Work Session - Regular Meeting <br />May 20, 2002 <br /> <br />The City Council met on the above date with the following members 5:35 p.m. <br />present: (voting order): Schroeder, Maschka, Klausing, Kough and Roll Call <br />Kysylyczyn. Absent: none. <br /> <br />I. <br /> <br />II. <br /> <br />Work Session <br /> <br />Review of Regular Meeting Agenda <br /> <br />Additional Staff Presentations <br />A. Presentation of Ethics Task Force Report (Public <br />Comment on this subject will be scheduled at a <br />Future Meeting) <br />David Schultz, Chair, summarized the Task Force <br />Report, with special emphasis on their Findings and <br />eleven Recommendations. He thanked the Council for <br />the privilege of chairing this Task Force. <br />Kysylyczyn expressed concerns about recommendation <br />No.5, that suggests it may be deemed an ethics violation <br />for a public official to refuse to answer in good faith the <br />reasonable questions of the Ethics Commission in an <br />ethic's complaint investigation. Kysylyczyn then asked <br />Schultz for recommendations about a situation where a <br />majority of the Council were to appoint an Ethics' <br />Commission to pursue political complaints. <br />Kough expressed concerns about how easy it is for <br />citizens to file an ethics complaint. <br />Kysylyczyn indicated the next step would be Council <br />discussion of the Task Force's recommendations. <br />Schroeder asked about ways to screen out frivolous <br />complaints, such as having complainants post a bond <br />along with their complaint. <br />Kysylyczyn expressed concerns about ground rules for <br />gathering evidence. <br />Kysylyczyn expressed concerns about double-jeopardy. <br /> <br />Regular Meeting <br />Agenda Review <br /> <br />Ethics Task Force <br />
