Reports & Recommendations <br />A. Authorization to Amend Land Lease with the MN Wildlife <br />Minnesota Wildlife Rehabilitation Center at the Rehabilitation Center <br />Harriet Alexander Nature Center for the Relocation <br />of the Proposed Building/Facility <br />Brokke presented. He described the wetland designation <br />process and the circumstances that influence this request <br />to move the footprint of the proposed building further <br />into the existing parking lot and further from the <br />wetland. Schroeder asked about wetland mitigation in <br />lieu of moving the building. <br />Jim Bordsome, resident, spoke in favor of the <br />Rehabilitation Center under either site plan. <br />Steven Weber, resident, spoke against this location for a <br />Rehabilitation Center, but felt the new site plan was <br />better than the old site plan assuming that the project <br />goes forward at all. <br /> <br />Kough moved, Schroeder seconded, to authorize the <br />Mayor and City Manager to sign the amended land lease <br />agreement with the Minnesota Wildlife Rehabilitation <br />Center as recommended in a staff report dated OS/20/02, <br />after final approval of the lease amendments by the City <br />Attorney, and including the parking escrow concept <br />discussed in the report. Roll Call, Ayes: Schroeder, <br />Maschka, Klausing, Kough and Kysylyczyn. Nays: <br />none. <br /> <br />B. City Manager's Report on a Photo Policy Photo Policy <br />Beets presented. <br />Kough favored a policy of paying for pictures and then <br />allowing use of city photographs by Councilmembers for <br />political campaign purposes. <br />Maschka thought it was unethical for Councilmembers to <br />use City photos for political campaign purposes, and that <br />if the Council were to authorize such use the fees for <br />such photos should be higher. <br />
