<br />City Council Minutes - OS/20/02 <br />Page 4 <br /> <br />Kysylyczyn opened the public hearing: <br />I) Al Sands, resident, showed an overhead and stated <br />that Roseville was a very rich city sitting on <br />approximately $50 million in savings. He does <br />not believe taxes need to be raised in order to <br />repeal assessments. He contends assessments are <br />unfair. He believes assessments can be abused <br />through "double-dipping." He encouraged use of <br />utility charges as a good revenue source. He <br />suggested limiting the amount of money spent on <br />MSA street construction to the amount of MSA <br />funds available, perhaps supplemented by interest <br /> <br />. . <br />earnIngs on savIngs. <br />2) Dick Houck, resident, spoke in favor of using <br />savings and interest income in lieu of assessments. <br />He also supported a policy of no taxes or <br />assessments on churches for street construction. <br />3) Ed Burrell, resident, showed an overhead and <br />explained the underlying statutory purpose of <br />assessments. He described the Pavement <br />Management Program and the Infrastructure <br />Improvement Trust Fund. He stated the Trust <br />Fund will allow us to maintain our streets without <br />bonding or tax levies. He said Roseville' s actual <br />cash balances are closer to $35 million, not the <br />$50 million Mr. Sands referenced, due to the early <br />retirement of city debt. He stated that $35 million <br />in savings is similar to the amount of cash reserves <br />in comparable cities. <br />Maschka asked about how depreciation reserve funds <br />work. <br />Kough asked about guidelines for cash reserves and <br />budgeting principles. <br />4) Rev. Thomas Basich, resident of Roseville and <br />pastor of Advent Lutheran Church, spoke in favor <br />of Kysylyczyn's proposal to not assess property <br />owners on MSA streets when MSA funds are <br />available. He described Advent as the victim of <br />Roseville's assessment policy. He cited collected <br />but unused MSA funds. He believes there is a city <br />hall conspiracy to deprive Advent of its land. He <br />further believes the former Roseville City Council <br />
