Doesn't think the work session <br />would work because of the political atmosphere with the <br />council. A better way would be to get a budget from <br />Admin. Then the council would make cuts. <br /> <br />Klausing: thinks that this work session schedule would <br />work. Wouldn't necessarily have to attend all of the <br />seSSIons. <br />Maschka: when does the bonding come on if the ref <br />passes? <br />Miller: 2004 <br />Maschka: 15% would cut programs and personnel - <br />then the public should have a say. Work sessions make <br />sense. Should stay at 0% or stay at inflation for an <br />Increase. <br />Kough: how did dept come out with their budget this <br />year? <br />Miller: July staff will present where city stands on their <br />budgets. Several years of prior history will be provided. <br />Schroeder: like to see a decrease. 5, 10 15% what <br />would that look like? Maybe these budget meetings <br />would work--chance to learn the budget. Learning <br />process. <br />Beets: continue to evaluate input come back with <br />proposal on budget work sessions. <br />Schroeder: worthwhile to sit down with staff to learn <br />about budget. <br />Klausing: how do we arrive at the percentage? Do we <br />have some sense that we are spending more than we need <br />to, are we wasting money on some programs/services, or <br />are we trying to make up for the HRA and the bond? <br />Have we run the numbers, does it equal 15%? <br />Kysylyczyn: we don't want to see taxes go up even with <br />the HRA and the ref approval. Ballpark would be 15%. <br />Would even like to see taxes go down with the HRA and <br />referendum approval. Resolution prepared for hearing <br />on the HRA with numbers of reductions. Not prepared <br />to vote on HRA without those numbers. Beets: when <br />would Dept. Heads find out which programs and services <br />that council would like to cut? Is the Police Dept. <br />subj ect to the cuts too? It may affect the space that is <br />
