Asst. City <br />Mngr and two new police on PD. Caution not to hire. <br />Kysylyczyn: Maybe need a hiring freeze. Ifwe don't <br />want them filled we have to impose a freeze. Two <br />positions have not been advertised yet--so we could stop <br />the hiring of these positions. (Asst. City Mngr, Asst <br />Park Dir.) <br />Schroeder: that would be a way to come up with the <br />funds. Is there a need for these positions? It has to be <br />looked at very hard. <br />Kough: were not here to spend money, we are here to <br />save money. Now is an opportune time to look at these <br />positions. <br />Klausing: the work sessions would give us the <br />opportunity to look at the programs and services so that <br />if we are going to have a reduction we will be ready to <br />do that. Uneasy with trimming the budget without going <br />through the work sessions. <br />Kysylyczyn: the 5, 10 15% reduction is not negotiable. <br />Klausing: make more sense to find out from DR about <br />programs and services. Feels that there is room for <br />negotiation-at least there ought to be. <br />Maschka: not willing to cut budget to accommodate the <br />public works/public safety building. Need to understand <br />the effects of cutting programs. <br /> <br />B. <br /> <br />Roselawn Cemetery Crematory Options <br />Welsch: council asked for options on the crematory <br />options. We contacted DPRA to review past record and <br />provide a more understandable record from the EP A and <br />the MPCA. 3-4 different options: 1) proceeding with <br />CUP 2) facilitating group problem solving. 3) amend <br />code to prohibit crematories except in industrial areas. <br />EP A looked at the types of emissions--crematory <br />emissions well below MN Rlth Dept thresholds. <br />Mercury as a whole in the atmosphere is declining. <br />There appears to be less of a risk then previously <br />perceived. <br /> <br />Roselawn Cemetery <br />Crematory Options <br />
