Maschka asked about the Fiscal <br />Disparities Law and penalties for cities doing a good job <br />of enhancing its tax base. He also noted the absence of <br />state economic redevelopment tools. Maschka spoke in <br />favor of sub-regional planning. He also spoke in favor <br />of state law allowing the disbanding of Charter <br />Commissions. <br /> <br />Discussion ensued about the operation of a Charter <br />Commission. <br /> <br />B. <br /> <br />Ramsey County Library Report <br />Matt Anderson, President of Ramsey County Library <br />Board, presented an overview of the Ramsey County <br />Library system in general, and the "starship" member of <br />that system, the Roseville Library, in particular. He <br />spoke to a possible 7% county budget reduction affecting <br />libraries and library hours. He distributed a proposed <br />resolution of support from the Roseville City Council. <br /> <br />Kysylyczyn asked about expanding the Roseville <br />Library. Anderson described the expansion master plan. <br /> <br />Kysylyczyn asked that the proposed resolution of <br />support be placed on the Council Consent Agenda for <br />June 17. <br /> <br />III.
