City Council Minutes - 06/1 0/02
Page 4

Then Welsch and Bennett presented. They overviewed
the dedication of public funds, other resources and talent
on housing issues through an HRA. They discussed
perceived housing needs in Roseville and how those
needs may not be met unless an HRA is created. Finally,
they described the process for creating an HRA and
assessing a tax levy.

Kough asked about the levy limit and phasing in a levy.

Kysylyczyn opened the public hearing at 7:35 p.m.
1. Ed Burrell, resident, spoke in favor of housing
programs but not through an HRA. He believes
the Council already can do everything that needs
to be done and does not need an HRA. He favored
a Citizens Housing Committee to study housing
needs in Roseville. Finally, he indicated that
another 12 million in funds would be coming to
Roseville over the next two years without a tax
levy increase.
2. Dick Lambert, resident, urged caution and resisted
a non-elected HRA Board.
3. Ernie Willenbring, resident, spoke against more
new taxes.
4. Judy Florine asked two questions:
a) Wants to hear from Council Members who
favor an HRA.
b) Staffing - Who will staff? Exactly, how
much will it cost?
5. Dick Houck, resident, wonders why Roseville
needs an HRA, agrees with the comments of
Burrell, and encourages notifying Roseville
residents before a taxing authority is created.

Kysylyczyn closed the public hearing at 7:56 p.m.

Welsch responded to public questions and comments.

Maschka expressed concerns about introducing
artificialities into the market place.

Kermit Mahan, Executive Director of Austin, Minnesota
