<br />City Council Minutes - 06/1 0/02 <br />Page 5 <br /> <br />HRA, spoke about his 34 years of experience in housing. <br />He spoke in favor of an HRA based upon accountability, <br />housing needs, funding leverage, property protection, <br />economic development, and leadership. He noted there <br />were approximately 140 HRAs in Minnesota. He <br />commented on the value of "shared success" and <br />"credibility. " <br /> <br />Ed Burrell commented on the value of community <br />support, as recommended by Mr. Houck and Mr. Mahan. <br /> <br />Kough asked Mahan about measuring and approving <br />risky housing decisions. <br /> <br />Klausing asked about the differences between housing <br />issues and the issue of creating a housing redevelopment <br />authority to address those housing issues. <br /> <br />Kough asked about the composition of an HRA Board. <br /> <br />Schroeder looked at an HRA focusing attention on <br />housing issues. He favored a dollar-for-dollar reduction <br />in the City tax levy to support a potential HRA levy. <br /> <br />Maschka favored a citizens' committee. He opposed <br />mayoral appointments to an HRA Board and opposed <br />staff cutbacks to support an HRA. <br /> <br />Klausing failed to see the necessary connection between <br />solving housing issues and creating an HRA. He favored <br />a citizen advisory commission to report back to the <br />Council. <br /> <br />Kough spoke in favor of more affordable housing in <br />Roseville and creating other housing opportunities. <br /> <br />Kysylyczyn noted an aging Roseville housing stock, the <br />time it takes to make a difference, citizens' opportunity <br />to influence an HRA, accountability, consolidation, truth <br />in taxation, and not net increases in tax burden. <br /> <br />Beets outlined his thoughts and feelings. <br />
