City Council Minutes - 06/1 0/02
Page 5

HRA, spoke about his 34 years of experience in housing.
He spoke in favor of an HRA based upon accountability,
housing needs, funding leverage, property protection,
economic development, and leadership. He noted there
were approximately 140 HRAs in Minnesota. He
commented on the value of "shared success" and
"credibility. "

Ed Burrell commented on the value of community
support, as recommended by Mr. Houck and Mr. Mahan.

Kough asked Mahan about measuring and approving
risky housing decisions.

Klausing asked about the differences between housing
issues and the issue of creating a housing redevelopment
authority to address those housing issues.

Kough asked about the composition of an HRA Board.

Schroeder looked at an HRA focusing attention on
housing issues. He favored a dollar-for-dollar reduction
in the City tax levy to support a potential HRA levy.

Maschka favored a citizens' committee. He opposed
mayoral appointments to an HRA Board and opposed
staff cutbacks to support an HRA.

Klausing failed to see the necessary connection between
solving housing issues and creating an HRA. He favored
a citizen advisory commission to report back to the
Council.

Kough spoke in favor of more affordable housing in
Roseville and creating other housing opportunities.

Kysylyczyn noted an aging Roseville housing stock, the
time it takes to make a difference, citizens' opportunity
to influence an HRA, accountability, consolidation, truth
in taxation, and not net increases in tax burden.

Beets outlined his thoughts and feelings.
