Mayor Klausing closed the Public Hearing at 11 :06 p.m. Kough moved, Klausing seconded, approval of an Off-Sale, Intoxicating Liquor License for Roseville Properties, at 1955 W County Road B-2. Councilmember Ihlan spoke in opposition to the motion; citing her rationale based on requirements of a licensed premise for which to grant a license; policy concerns in tying up the final liquor license; the perceived speculative nature of the request; saturation of other liquor operations in that area and competitive impacts on existing businesses. Roll Call Ayes: Pust; Kough and Klausing. Nays: Maschka and Ihlan. Mr. Rancony questioned whether this license application would be subject to debate on an annual basis. City Attorney Anderson advised that the Council would make that determination annually, based on the applicant's behavior and any further evidence that they were attempting to tie up the final liquor license. 10.
