<br />City Council Regular Meeting - 07/10/06 <br />Minutes - Page 36 <br /> <br />those of the City Manager. <br /> <br />Councilmember Ihlan spoke in opposition to the motion and the <br />process; seeking applications from among interested, qualified <br />staff, following more Council-level discussion at tonight's <br />meeting. Councilmember Ihlan expressed concern regarding the <br />impact of assuming the City Manager's duties in addition to <br />those of the Interim appointed; and concerns regarding an <br />apparent decision made by select Councilmembers outside the <br />meeting of the entire body. <br /> <br />Mayor Klausing sought comment from City Manager Beets <br />regarding qualifications and his recommendations. <br /> <br />City Manager Beets unequivocally endorsed Finance Director's <br />appointment as Interim City Manager given his current <br />involvement in the community visioning and budget processes; <br />no other staff member indicating interest in the position to him; <br />and timing implications regarding an application process and <br />day-to-day operations. <br /> <br />Additional discussion ensued regarding past practice III <br />appointing an Interim City Manager; discussions needed on a <br />Council level regarding the City Manager search process overall; <br /> <br />Councilmember Kough expressed interest in appointing Public <br />Works Director Duane Schwartz as Interim City Manager due to <br />his status as a senior member of staff and his service as a former <br />elected official; and expressed his lack of support for similar <br />contract benefits as those of City Manager Beets. <br /> <br />Ihlan moved, to allow interested members of staff to apply to be <br />considered for the position of Interim City Manager, with a very <br />short application time; and opportunity provided for the City <br />Council to interview those applicants at the next City Council <br />meeting; along with a serious discussion at that meeting of <br />alternatives; who would best fit the position; and how best to <br />manage the rest of the City business. <br /> <br />Councilmember Ihlan advised she would vote "nay" on any <br />motion to appoint, not based on the merits of the person <br />
