Mayor Klausing spoke in support of the motion, recogmzmg Councilmember Ihlan's concerns; however, noted that Mr. Miller's competencies were evident, and he didn't anticipate receiving many, if any, applications from staff; and suggested that the City Council focus their energies on finding a permanent City Manager replacement. Councilmember Ihlan reiterated her concern that the appointment of Mr. Miller to serve as Interim City Manager may be apparent to those individual Councilmembers discussing the matter prior to the meeting, but it was apparent that she and Councilmember Kough had not been involved in the discussions; and a Council consensus was imperative. Councilmember Maschka took issue with Councilmember Ihlan's allegations; assuring her that he had not discussed the motion prior to tonight and was offended by her implication; and withdrew his motion. Ihlan moved, Kough seconded, to allow interested members of staff to apply to be considered for the position of Interim City Manager, with a very short application time; and opportunity provided for the City Council to interview those applicants at the next City Council meeting; along with a serious discussion at that meeting of alternatives; who would best fit the position; and how best to manage the rest of the City business. Councilmember Pust clarified that the official list would include staff only. Public Comment John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn attempted to provide a historical background for previous Interim City Manager appointments; however was cut off by Mayor Klausing to continue City business without further comment.
