. The terms and conditions of my decision below are sufficiently
stringent that they will not encourage other licensees to try to skirt
their liquor serving duties or the City's enforcement program.

Therefore, I make the following decision: I am STAYING the suspension
of your liquor license in this case subject to your compliance with the
following conditions:

1. By Wednesday, November 9, pay $500 to the City of Roseville to
cover our enforcement and hearing costs;

2. By Friday, November 18, provide written proof to the Roseville
Police Department that you have contributed $500 or food valued
at $500 to the charity of your choice.

3. By Friday, November 18, file all necessary paperwork with the
Roseville Police Department to participate in Roseville's Manager
and Server Training Program; then, Green Mill must fully comply
with all requirements of that program for at least two years. (I'm
hopeful that you will continue participation under that Program
longer than two years, but it is not a condition of this decision.)

4. If Green Mill were to fail another liquor compliance check, for any
reason, within 12 months of the date of this letter, the one-day
suspension of your liquor license that has been stayed above will
be re-imposed. On the other hand, if you successfully fulfill all the
conditions above and remain violation-free for one year from the
date of this letter, then the violation giving rise to this hearing and
decision will be removed from your record.

If you agree to these terms and conditions, kindly sign and return the
original, keeping a copy for your files.

Very Truly Yours,

Neal Beets
City Manager
