<br />City Council Regular Meeting - 07/10/06 <br />Minutes - Page 8 <br /> <br />support of Councilmember Ihlan's suggestions and <br />comments. <br /> <br />Mayor Klausing encouraged the Commission and Council <br />to work together for the entire picture as a whole in <br />reflecting the changing community demographics to serve <br />the entire population with pathways and quiet areas as well <br />as play equipment and ball fields; and cautioned that parks <br />and recreation amenities and their budget should not be <br />discussed in isolation and needed consideration of other <br />department involvement and budgeting (i.e., Police <br />Department with Community Service Officers and Bike <br />Patrols of our park system for safety concerns). <br /> <br />Further discussion related to redevelopment in the <br />community; creation of new parks in areas being <br />redeveloped without fragmenting the park system; <br />buffering through land use; discouraging pocket parks; <br />ongoing maintenance obligations; infrastructure needs; <br />adequacy of green space; land acquisition issues; and <br />balancing the overall park system and community needs. <br /> <br />Councilmember Maschka opined that the City had acquired <br />as much as necessary at this time, twice the national <br />average for a community, and noted that open space didn't <br />necessarily represent public space and encouraged that the <br />existing parks continue to be branded and identified as <br />Roseville Parks and determine their highest and best use of <br />each possible while recognizing the funding challenges to <br />do so. <br /> <br />Commissioner Pederson noted that there was still <br />additional land acquisition sought near existing parks (i.e., <br />Langton Lake and Central Park) and noted that if and when <br />the land became available, funding needed to be found if <br />possible. Commissioner Pederson further addressed <br />maintenance costs for green space and the Commission's <br />determination for recommending whether monies in lieu of <br />land for park dedication served the community better in <br />some cases, rather than development of another small park <br />to maintain.
