<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 16 <br /> <br />City Planner Paschke reviewed the request of the Minnesota their Existing IUP <br />State Fair to extend their existing INTERIM USE PERMIT for Park & Ride <br />an additional five years. Mr. Paschke advised that staff had Facilities on Eight <br />received few complaints over the last five years; and noted that Sites in Roseville <br />staff had included an additional condition that the applicant work (PF 3473) <br />with the City Planner to investigate the installation of recycling <br />containers on each of the eight park and ride sites, and the <br />applicant's willingness to accommodate that condition. Mr. <br />Paschke noted that the Planning Commission, upon unanimous <br />vote, and staff recommended approval. <br /> <br />Mr. Paschke asked the public to contact the Community <br />Development Department or City Department as applicable to <br />report any inappropriate parking in public rights-of-way or other <br />neighborhood concerns to allow staff to follow up immediately. <br />Mr. Paschke noted the numerous e-mails included in the packet, <br />in support of extending the use, and only one in opposition which <br />had been brought to the attention of the Planning Commission as <br />part of the record. <br /> <br />Councilmembers commended staff and the Planning <br />Commission for including the addition of recycling containers at <br />each site. <br /> <br />City Attorney Anderson advised that the City Council, as part of <br />all future motions and approvals of INTERIM USE PERMITS, <br />include language in the motion that the proposed interim use of <br />each property will not have an adverse impact on the general <br />public health, safety and welfare. <br /> <br />Ihlan moved, Klausing seconded, approval of a five-year <br />Extension to the Minnesota State Fair's INTEIM USE PERMIT, <br />allowing park and ride facilities for the Minnesota State Fair, <br />based on the findings of Section 5, and conditions (as amended) <br />of Section 6 of the project report dated July 24, 2006; amended <br />as to include findings that the proposed interim use of each <br />property for temporary off-street parking of vehicles and bus <br />transportation to the Fair Grounds will not have an adverse <br />impact on the general public health, safety of welfare, and was <br />consistent with the City of Roseville's interim use standards. <br />
