City Council Regnlar Meeting - 07/24/06
Minutes - Page 15

Roll Call
Ayes: Maschka; Pust; Ihlan and Klausing.
Nays: None.

Ryan A venue, Resident Concerns during Roselawn Avenue
Construction Project
Mayor Klausing sought Public Works Director Schwartz's
comments on vehicle speed and traffic-related issues related to
the impacts of the Roselawn Avenue construction project; and
previous meetings with neighborhood residents.

Mr. Schwartz advised that staff continued to monitor traffic
counts and to perform speed studies but that no significant
problems were found. Mr. Schwartz noted that, when a meeting
was scheduled with residents on site on May 24, 2006, only one
person showed up at the meeting, and written comments via e-
mail to staff was related to traffic volumes, with speeds
remaining unchanged and averaging 28 miles per hour. Mr.
Schwartz noted that, while resident concerns still appeared to be
evident, and a notice was sent again for an on-site meeting, with
22 residents in attendance, their general concerns and outcomes
were requesting more of a police presence in that area to monitor
speeds, with mixed input and comment. Staff noted that the
Roselawn project was nearing substantial completion, and that
would ultimately alter the traffic and reduce traffic concerns.
Staff advised they would continue to monitor the area; that the
Police Department would be placing the speed trailer out in a
few days to further monitor speeds in the area.

Discussion ensued regarding installation of speed humps, their
practicality and usefulness; types of traffic calming and
management techniques; establishment of parameters and
thresholds; and state standards.

It was Council consensus for staff to continue monitoring the
situation, and advise the Council of their observations and
recommendations, once the Roselawn project was completed.

9.

Consider a Request by the Minnesota State Fair for a Five-
Year Extension to their Existing Interim Use Permit allowing
Park & Ride Facilities on Eight Sites in Roseville (PF 3473)

Ryan Avenue,
Resident Concerns
during Roselawn
Construction
Project

Minnesota State
Fair for a Five-
Year Extension to
