<br />City Council Regular Meeting - 07/24/06 <br />Minutes - Page 18 <br /> <br />Allow a Drive- Thru Window at Beatnik's Coffee, 1724 <br />Lexington Avenue (PF 3772). <br /> <br />Roll Call <br />Ayes: Maschka; Pust; Ihlan and Klausing. <br />Nays: None. <br /> <br />11. <br /> <br />Consider a Request to DENY the Use of the Butler <br />Manufacturing Pre-Finished Metal Wall Panel System as an <br />allowable Exterior Finish for the proposed O'Reilly Auto <br />Parts at 1887 Rice Street (PF 3753) <br />City Planner Paschke reviewed the request of O'Reilly Auto <br />Parts development plan for the property at 1887 Rice Street, and <br />May 2, 2006 review by the Roseville Development Review <br />Committee (DRC) and subsequent comments to the applicant <br />regarding site design, trash enclosure, screening and lighting. Mr. <br />Paschke advised that the DRC and Planning staff had reviewed <br />and discussed their comments to representatives of O'Reilly <br />Auto Parts for use in creating their submittal, but that the revised <br />plan set was non-compliant and lacked information necessary to <br />determine compliance allowing issuance of a building permit; <br />with the exterior finish materials remaining unchanged. <br /> <br />Mr. Paschke advised that this type of metal panel system was not <br />consistent with what had been supported in the past, and staff <br />had concluded that it was more of a pole barn design and not <br />supported by staff; with recommendation to deny their ability to <br />utilize that type of material. <br /> <br />Mr. Paschke advised that the applicant was out-of-state and <br />unable to attend tonight's meeting for comment. <br /> <br />Discussion included aesthetics of the proposed material; code <br />provisions as addressed and interpreted by City Attorney <br />Anderson; and material options available to the applicant for the <br />exterior finish of the building. <br /> <br />City Attorney Anderson noted that future City Council and City <br />Attorney discussion needed to address the perceived <br />inconsistencies in the code language of Section 1010.02D and F. <br /> <br />Use of Butler <br />Manufacturing <br />Pre-Finished Metal <br />Wall Panel System <br />as an allowable <br />Exterior Finish for <br />proposed O'Reilly <br />Auto Parts at 1887 <br />Rice Street <br />(PF 3753) <br />
