<br />City Council Regular Meeting - 08/14/06 <br />Minutes - Page 20 <br /> <br />pension benefits for full-time firefighters within a specific time <br />frame, suggested within the next 2-3 months. <br /> <br />Councilmember Pust encouraged, for the record, that the Chief <br />be required to provide written support, and use his power of <br />persuasion to seek by-law amendments within the next three <br />months; with her recommendation to table action until such time <br />as the procedural aspects were clarified. <br /> <br />Discussion ensued regarding the procedure for moving a vote of <br />the Relief Association forward; regular meeting schedule and <br />projected attendance at the annual Relief Association meeting <br />held in January; and the Chiefs assurance that he would bring <br />forward the request at the next meeting of the membership. <br /> <br />Ihlan moved, Klausing seconded, an amendment to the original <br />motion that the Fire Chief would take action within the next <br />three months to propose a by law revision to address the double <br />pension benefit, to be voted on at the next membership meeting <br />of the Firefighters Relief Association. <br /> <br />Roll Call [Amendment] <br />Ayes: Ihlan; Pust; Kough; and Klausing. <br />Nays: Maschka. <br /> <br />Councilmember Maschka spoke against the motion, opining that <br />hiring of another full-time supervisor was redundant when the <br />department currently had both a full-time Fire Chief and <br />Assistant Fire Chief. <br /> <br />Discussion ensued regarding administration functions of the <br />department; Fire Chief s supervision and response at incident <br />scenes; average number of calls annually (371); daily operations <br />and workload; writing and administering policies and <br />procedures; attending meetings with regional fire departments; <br />FEMA training; and post 9/11 preparedness and emergency <br />planning. <br /> <br />Councilmember Ihlan spoke in support of the motion; and <br />provided her rationale that while the part-time model was <br />working well for evening and weekend coverage, difficulties in <br />
