Councilmember Ihlan opined that it was important to maintain reasonable and effective response times during daytime hours for public safety expectations of the citizens and visitors to Roseville. Councilmember Pust sought assurances from Chief Gasaway that all part-time department staff was eligible to apply for the full- time positions; and that the internal hiring process would be fair and open. Chief Gasaway assured Councilmembers that the application process would be a fair and open process. Councilmember Kough questioned why the supervisor position was proposed as permanent, and not temporary. Chief Gasaway advised that in order to attract qualified candidates with a higher skill set, it was prudent to attract them from a current career. Councilmember Maschka clarified that the City Council was supporting hiring of three full-time positions to the Fire Department. Restatement of the Original Motion, as Amended: Klausing moved, Ihlan seconded, approval of the Fire Department hiring one regular full-time supervisor, two limited- term full-time employees as amended with the provision that the Fire Chief would take action within the next three months to propose a by-law revision to address the double pension benefit, to be voted on at the next membership meeting of the Firefighters Relief Association.
