<br />City Council Study Session - 08/21/06 <br />Minutes - Page 10 <br /> <br />Stark noted the difficulty in projecting revenues in the economic <br />development division, with annual variability due to results of <br />development costs and the time necessary to convert the projects <br />into revenues, based on the economy, market demands, weather, <br />etc. <br /> <br />Mr. Stark provided his budget reVISIOn recommendations, <br />somewhat different than those in the City Manager <br />recommended budget, from a technical standpoint; and to <br />include establishing a vehicle maintenance reserve fund for the <br />department's four vehicles, rather than allocating in the annual <br />budget; rather than allowing for a 2% decrease in overall <br />expenditures as outlined in the City Manager recommended <br />budget, to increase the budget by 2% and use the additional <br />funds of approximately $40,500 for increased gasoline costs; <br />increased funding for professional services costs (efficiencies <br />realized in outsourcing meeting minutes to a recording <br />secretary); and funding a shared part-time administrative aide <br />position with the Roseville Housing and Redevelopment <br />Authority (HRA). <br /> <br />Mr. Stark provided several policy questions for City Council <br />consideration: <br />Zoning permit fees <br />Should residents pay permitting, inspections and zoning fees that <br />are commensurate with actual service costs? Mr. Stark noted <br />that the City wanted to encourage residents to improve their <br />homes and didn't want to permits to serve as an impediment. <br />Mr. Stark suggested that the City consider more detailed, <br />comparable city charges to make Roseville competitive in the <br />market place; and receive input from citizen focus groups to <br />gauge fair prices. <br /> <br />Cost effectiveness of alternative fuel vehicles and small <br />vehicles v. driving conditions and resulting injury claims? <br />Mr. Stark suggested keeping tabs on the price point; pros and <br />cons of driving mid-size vehicles by tradesmen; and potential <br />injuries from smaller vehicles. <br /> <br />How can we best ensure that the housing stock is continually <br />maintained and improved? <br />
