<br />City Council Study Session - 08/21/06 <br />Minutes - Page 11 <br /> <br />Mr. Stark noted that eventually this will have fiscal implications <br />to the City and department. <br /> <br />Should we better define the rationale and benefits of <br />commercial redevelopment and the process by which the City <br />should be involved (if at all)? <br /> <br />Discussion included best practices, safety and fairness rationale <br />and evaluation for provision of city-owned vehicles versus <br />personal vehicle use and reimbursement for staff; enhanced <br />communications with residents on development and/or <br />redevelopment projects; reallocation of funds in an Enterprise <br />Fund and need to justify expenses; and philosophical discussion <br />of consulting fees and staffs analysis as to whether in-house or <br />outsourcing is the most efficient use of money. <br /> <br />Councilmember Pust requested staff to provided actual costs for <br />permitting services; comparison costs of surrounding cities; and <br />recommendation for determining the right price point for further <br />City Council policy discussion. Mayor Klausing concurred, and <br />defined his interest in comparable suburbs, first ring suburbs or <br />comparably sized, rather than those representing "hot" <br />development markets at this time. <br /> <br />Concluding comments were related to the HRA; their specialized <br />abilities under the law beyond that of the City; and the loss of <br />some control by the City Council with the HRA's status as a self- <br />governing, self-sustaining entity. <br /> <br />Itecess Itecess <br />Mayor Klausing recessed the meeting at approximately 8 :20 p.m. <br />and reconvened at 8 :29 p.m. <br /> <br />6. <br /> <br />Housing & Itedevelopment Authority Budget Presentation <br />HRA Chair Bill Majerus and HRA Executive Director Cathy <br />Bennett provided a bench handout for discussion of the HRA <br />budget. <br /> <br />HIlA <br />Budget <br />Presentation <br /> <br />Chair Majerus thanked the City Council for the opportunity to <br />make their budget presentation; and summarized the goals and <br />accomplishments of the HRA over the last year. <br />
