<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 12 <br /> <br />Mr. Moser asked that the City Council consider that this revised <br />proposal had reduced density and assured that the design of the <br />town homes would be too expensive to be considered as viable <br />rental units, addressing those concerns expressed by the Planning <br />Commission and neighborhood. <br /> <br />Discussion among Councilmembers and the applicant included <br />proposed price points for the single-family and town home units; <br />ineligibility of any of the units for HRA funding; and the <br />developer's desire to balance the priorities of the City and the <br />School District, while addressing neighborhood concerns. <br /> <br />Councilmember Maschka questioned why the developer didn't <br />consider building all single-family, higher end homes with larger <br />lot sizes; opining that large homes on large lots worked in <br />Roseville and the pond could be an amenity. <br /> <br />Mr. Moser noted the difficulty in compressing rear yards and <br />storm water pond location on single-family lots; and the <br />developer's need to attain a certain number of units to make the <br />project financially viable. <br /> <br />Mr. Zawadski concurred that the stormwater management on site <br />was more amenable to a town home and association, rather than <br />single-family sites; and concerns that larger homes would not be <br />consistent with the modestly priced homes across Hamline <br />Avenue. <br /> <br />Councilmember Ihlan concurred with Councilmember <br />Maschka's suggestion for larger homes as a viable compromise <br />that would potentially work and make the neighborhood happier. <br /> <br />Mr. Moser discussed the philosophical risks and economically <br />feasible nature of larger, higher priced homes in this <br />neighborhood, specific to the site itself; character of the <br />neighborhood; and amenities of living in Roseville. <br /> <br />Mr. Paschke advised that, ifthe proposal was for five town home <br />units, there would be no need for a super majority vote for an <br />amendment to the Comprehensive Plan. <br />
