<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 11 <br /> <br />neighborhood with single-family housing to stabilize the School <br />District; and attempt to capitalize on opportunities available <br />within and seek HRA subsidies to support housing goals. <br /> <br />Mr. Moser reviewed each plan and their evolution from various <br />single family detached homes with a pocket neighborhood and <br />cul-de-sac off Lydia Avenue; eight single family detached homes <br />equally facing Lydia and Millwood Avenues and three twin town <br />home units facing Hamline Avenue; thirteen single-family <br />detached home lots that proved inconsistent with the adjacent <br />neighborhood today and concerns with too many access points <br />along Hamline Avenue, density concerns, lot sizes, mixed use <br />interpretations, and other issues voiced. <br /> <br />Mr. Moser then reviewed the modifications changing the layout <br />of the twin homes, along with Planning Commission and staff <br />comment; ponding and storm water management issues; and the <br />developer's response for a four-plex replacing one of the twin <br />home units and relocating access to the storm water pond. <br /> <br />Mr. Moser provided the latest proposal, identified as Sketch A-4, <br />for eight single-family detached homes equally facing Millwood <br />and Lydia Avenues, one twin town home facing Millwood, one <br />twin town home facing Lydia, and one single town home unit <br />facing Hamline A venue and situated between the two twin home <br />units. Mr. Moser noted that the town homes would be under a <br />town home association plan, and as part of the association, would <br />be stipulated that all units needed to be owner-occupied, with no <br />rental units. Mr. Moser expressed frustration that public <br />comment now indicated that while originally acceptable, town <br />home units were no longer acceptable from a density standpoint. <br /> <br />Mr. Moser reviewed the home design criteria: lot sizes, setback <br />requirements, desired price points, requirement basement floor <br />elevations as required by the MPCA, compatibility with <br />surrounding properties, and custom homes rather tract home <br />designs. Mr. Moser provided several sample elevation illustrated <br />for the single-family and town home units. Mr. Moser further <br />noted that the Rice Creek Watershed District had approved the <br />proposed plan. <br />
