<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 7 <br /> <br />14. <br /> <br />Consider Appointing Ethics Commissioners <br />Councilmember Ihlan expressed concerns with appointment of <br />an Ethics Commission at tonight's meeting; opining that some <br />had not been available for interview, that she would like <br />additional time to consider her personal recommendations for <br />appointment; and her concerns with the consistency of the <br />ranking process among Councilmembers. <br /> <br />Councilmember Maschka advised that he was prepared to make <br />appointments tonight to move forward. <br /> <br />Councilmember Kough opined that all candidates had not been <br />interviewed earlier that evening. <br /> <br />Councilmember Pust opined that, if there were going to be a <br />delay in appointment for Council process issues, those applicants <br />not yet interviewed be given another opportunity to be <br />interviewed. <br /> <br />Mayor Klausing noted Council consensus to postpone the <br />appointment of the Ethics Commission. <br /> <br />Staff was directed to schedule interviews with those three <br />candidates yet to be interviewed. <br /> <br />Discussion ensued regarding the ranking process; fairness and <br />accuracy perceptions and interpretations of the ranking process <br />itself; balance of appointments; areas of expertise of various <br />candidates; and other policy issues regarding representation. <br /> <br />6. <br /> <br />Consider the Request by Moser Homes & Zawadski Homes <br />in Cooperation with the Mounds View School District <br />Request for a Comprehensive Land Use Map Amendment, <br />Preliminary Plat, Rezoning & General Concept - Planned <br />Unit Development at 2959 Hamline Avenue (PF 3676) <br />City Planner Thomas Paschke reviewed the request of Moser <br />Homes and Zawadski Homes, in cooperation with the Mounds <br />View School District, for approval of a Comprehensive Land <br />Use Map Amendment to allow 4.4 units per acre; a Preliminary <br />Plat to subdivide the 3.18 acre Mounds View School District <br /> <br />Planning and <br />Ethics <br />Commissioners <br /> <br />Moser Homes & <br />Zawadski Homes in <br />Cooperation with <br />the Mounds View <br />School District <br />Request for a <br />Comprehensive <br />Land Use Map <br />Amendment, <br />Preliminary Plat, <br />
