<br />City Council Regular Meeting - 08/28/06 <br />Minutes - Page 8 <br /> <br />property into eight single-family residential lots and six town <br />home lots; Rezoning establishing an underlying zoning of R-l, <br />Single-Family Residential District and R-6, Townhouse District, <br />and approval of a General Concept - Planned Unit Development, <br />for the former School District offices located at 2959 Hamline <br />Avenue. <br /> <br />Mr. Paschke noted that, since the August 2, 2006 Planning <br />Commission meeting, the applicant had made additional <br />modifications for presentation at tonight's meeting. Mr. Paschke <br />detailed those modifications that included changing from the <br />initial proposal of one twin unit town home and one four-unit <br />town home to three twin units, the design being consistent with <br />the applicant's earlier SKETCH PLAN presented to the Planning <br />Commission on June 7, 2006. Mr. Paschke noted that an <br />additional Public Hearing was not required as the Concept <br />Development Plan relied on conceptual ideas that may change or <br />be modified before final approval was granted and didn't rely on <br />detailed plans and specifications. <br /> <br />Mr. Paschke advised that staff recommended approval of the <br />project as presented, as conditioned, noting that while the project <br />was a different use than the existing District Offices, the <br />proposal contained lot sizes and uses similar to those within the <br />surrounding community, and would serve to set a new quality <br />standard for redevelopment in that area of Roseville. Mr. <br />Paschke noted that another accomplishment of the eight single <br />family homes would be their potential to add to the families with <br />children base much needed in Roseville and by the School <br />District. Mr. Paschke further noted that the proposed six town <br />homes would most likely be two person households without <br />children. Mr. Paschke noted that the Comprehensive Plan <br />encouraged diversity in housing styles for all age groups, <br />anticipating and integrating some changes in density and style. <br /> <br />Mr. Paschke advised that the Planning Commission had been <br />split over the design change from the Sketch Plan of June 7, <br />2006 where twin homes were reviewed, and not a four-unit <br />complex, and two of the three Commissioners opposed the four- <br />unit design indicating they were supportive of town homes and <br />the proposed density, but opined that a four-unit structure was a <br /> <br />Rezoning & <br />General Concept- <br />Planned Unit <br />Development at <br />2959 Hamline <br />Avenue (PF 3676) <br />
