<br />City Council Regular Meeting - 09/11/06 <br />Minutes - Page 11 <br /> <br />llsingle-family detached homes, showing five facing Lydia <br />Avenue; five facing Millwood; and one accessing Hamline <br />Avenue, with the lot sizes the same as originally proposed for 10 <br />of the 11 lots; and didn't result in the need to amend the <br />Comprehensive Plan, and addressed the concerns expressed by the <br />City Council related to the proposed town homes. <br /> <br />John Maas, representing the Mounds View School District <br />Mr. Maas noted that, by going to this density and single family <br />homes, the requirements of the DEED Grant application may fall <br />out of issue for single family housing and affordable housing <br />units; with the School District seeking an alternative funding <br />source to assist in funding site contamination. <br /> <br />Councilmember Kough thanked applicant for revlSlng their <br />proposal; questioned the proposed price of the homes; and <br />questioned elevations of the homes closest to the pond. <br /> <br />Mr. Moser advised that the estimated starting price was $350,000, <br />in addition to land prices, but the developer would need to regroup <br />and determine how best to market the proposed homes. Mr. <br />Moser advised that the pond location hadn't been finalized yet, <br />and building regulations, as addressed by the engineers, would <br />determine elevations and pond location prior to the final designs; <br />with safety and potential hazard issues to be addressed, along with <br />the pond size. <br /> <br />Councilmember Ihlan sought clarification of the DEED grant <br />application criteria and process with the elimination of multi- <br />family housing and affordable housing eligibility. <br /> <br />Dan Colton, Attorney representing the Mounds View School <br />District <br />Mr. Colton reviewed a portion of the grant application instructions <br />directly related to affordable housing components and U.S. HUD <br />and/or Metropolitan Council standards for income guidelines. Mr. <br />Colton noted that units committed by the applicant to another site <br />may be considered for funding; however, unless the guidelines <br />could be met, eligibility requirements would not be applicable. <br /> <br />Councilmember Ihlan opined that from previous discussions, the <br />
