<br />City Council Regular Meeting - 09/11/06 <br />Miuutes - Page 13 <br /> <br />realistic. <br /> <br />Councilmember Ihlan was adamant that some funding could be <br />found to make the project feasible and affordable housing a <br />component to comply with the grant application, while still <br />proceeding with tonight's proposed plan. <br /> <br />Mayor Klausing expressed concern that the City Council was <br />again at the table attempting to design the project, opining that the <br />City Council was not the applicant; and sought clarification as to <br />how the applicant wished to proceed. <br /> <br />Mr. Maas advised that the applicant was requesting site plan <br />approval tonight to continue attempting to move forward and seek <br />an affordable housing unit included to attempt the grant <br />application process. Mr. Maas noted that, if the grant application <br />were not possible, the applicant would return to the City Council <br />for another source of funding for clean up of the site, in continued <br />partnership with the City of Roseville. <br /> <br />Councilmember Maschka reminded the City Council and public <br />that tonight's request was for approval of a General Concept Plan, <br />and during the development process, the applicant would need to <br />return for Final Plat approval. Councilmember Maschka further <br />noted that the Roseville School District had previously sought and <br />received TIF; opining that there was no better use for TIF than <br />housing; understanding what the City retains of the funds, and the <br />ultimate clean up of polluted lands. <br /> <br />Public Comment <br />Bob Will mus, 2932 Hamline <br />Mr. Willmus recognized the cooperation Mr. Moser had given the <br />City, and the neighborhood, and wished them well in finding a <br />way to make the project work without the multi-family <br />component; and concurred with Councilmember Maschka's <br />comments related to TIF.
