<br />City Council Regular Meeting - 09/11/06 <br />Minutes - Page 17 <br /> <br />and City Council direction to the City manager to bring forth an <br />inflation-based budget. <br /> <br />Council consensus was to not go below the recommended 4.5% <br />Increase. <br /> <br />Mayor Klausing suggested three additional items, advocating for a <br />preliminary levy at five percent. Those additional items included <br />the $.50/hour pay increase for firefighters to bring them in line <br />with other communities to aid retention; fully funding firefighter <br />turnout gear; renewed membership in the Association of <br />Metropolitan Communities (AMM) to get the City involved again <br />in regional metropolitan participation; as well as Councilmember <br />Kough's request for seed money for "Welcome to Roseville" <br />SIgnS. <br /> <br />Council consensus was that five percent was agreeable as a <br />preliminary levy projection. <br /> <br />Councilmember Pust requested that discussion be held for the <br />$.50/hour pay increase for firefighters before final approval. <br /> <br />Mayor Klausing advocated substantive discussion between setting <br />the preliminary and final levies. <br /> <br />Discussion included any available levy projections for other <br />taxing jurisdictions; with Mr. Miller advising that the data should <br />be available within two weeks. <br /> <br />Councilmember Ihlan expressed her preference to ensure that the <br />final levy was as low as possible, well below the five percent she <br />was agreeing to for the preliminary levy. <br /> <br />Klausing moved, Maschka seconded, adoption of Resolution No. <br />10428 entitled, "Resolution Submitting the Preliminary Property <br />Tax Levy on Real Estate to the Ramsey County Auditor for the <br />Fiscal Year of 2007;" at five percent in the amount of <br />$11,728,360. <br />Roll Call [Tax Levy] <br />Ayes: Maschka; Ihlan; Kough; Pust and Klausing. <br />Nays: None. <br />
