Klausing moved, Pust seconded, adoption of Resolution No. 10427 entitled, "Resolution in Support for Mounds View School District Application for Minnesota Department of Employment and Economic Development (DEED) Grant in 2007 for the Environmental Clean-up of the district Office Site at 2959 Hamline Avenue." Roll Call [DEED Grant] Ayes: Maschka; Ihlan; Kough; Pust and Klausing. Nays: None. Mayor Klausing, on behalf of the City Council and staff, wished the applicant well; and thanked the public for their comments. Recess Recess Mayor Klausing recessed the meeting at approximately 7:38 p.m. and reconvened at 7:53 p.rn. 8. Adopt the 2007 Preliminary Budget and Tax Levy for the City of Roseville and Roseville Housing and Redevelopment Authority (HRA) Interim City Manager and Finance Director Chris Miller reviewed the original budget goals; subsequent discussion and comments of the City Council; Department Head requests; and staff recommendations, and the City Manager recommended budget for a four and one-half percent levy increase for 2007. Councilmember Ihlan questioned the total levy increase represented if all requested items were included in the list summarizing some of the programs, functions, or cost inputs not included in the staff report dated September 11,2006. Mr. Miller responded that those identified costs would be a proposed levy increase of approximately eight percent.
