<br />City Council Study Session - 09/18/06 <br />Minutes - Page 10 <br /> <br />Councilrnernber Maschka expressed his concerns with <br />public perception of bad public policy; and the need for <br />daytime firefighters, while not supporting any "double <br />dipping." <br /> <br />Councilmember Ihlan opined that the original motion was <br />phrased as prospective for a future by-law change, and <br />that she wouldn't support any retroactive motions; and <br />was comfortable with the motion as passed. <br /> <br />Councilmernber Kough expressed his concern with <br />"double dipping" and his lack of support for a daytime <br />supervIsor. <br /> <br />Councilmember Pust opined that she was not totally <br />comfortable with results of the motion; and the public <br />perception that firefighters were receiving two pensions. <br />Councilmernber Pust assured that she was not intending <br />to imply that anyone was doing anything illegal; and <br />noted that she was basing her action on prior <br />conversations with the Fire Chief, that included her <br />concerns regarding "double dipping." <br /> <br />Councilrnember Pust personally requested that whether it <br />was the Fire Chief, or another Department Head, she <br />respectfully requested and expected that they present all <br />pertinent information to her prior to her taking action at a <br />meeting, particularly if there appears to be a basis for <br />confusion or misinterpretation of facts or research <br />information available. <br /> <br />Councilmember Pust advised that she was rescinding her <br />request for reconsideration of the previous motion. <br /> <br />Mayor Klausing expressed his frustration when action is <br />taken at the meeting, from the bench, without adequate <br />time for individual Councilmembers to consider the <br />ramifications of such action. <br /> <br />Interim City Manager Miller sought clarification of staff <br />
