City Council StudySession - 09/18/06 Minutes - Page 11 direction, with Council consensus directing staff to follow the motion as stated in the August 14, 2006 meeting minutes; proceed with drafting language for the annual meeting of the Fire Relief Association and proposed by law amendments; proceed with hiring one regular, full- time supervisor and two limited-term, full-time employees; and provision that the Fire Chief would take action within the next three months to propose a by-law revision to address the double pension benefit, to be voted on at the next membership meeting of the Firefighters Relief Association; and to determine and report to the City Council at a future date (six months) of the cost- effectiveness of the decision. Further discussion not diminishing incentives for City employees to be daytime firefighters; and policy provisions and equities for public employees. City Attorney Anderson advised that he would further review PERA language, review the City of Hastings case law; and suggest potential language for City Council consideration and for a by- law revision that could be worded to achieve the Council's intent for future pension recipients. 7.
