<br />City Council Study Session - 09/18/06 <br />Minutes - Page 3 <br /> <br />Further discussion included the immediate needs for the City to <br />step in to correct a problem if it was determined the developer <br />and/or contractor were not addressing it in a timely manner; <br />ordinance references to indemnity and liability issues and <br />assignment of responsibilities; and City Attorney Scott <br />Anderson's endorsement of staffs presentation and draft <br />ordinance, as well as corresponding changes to other parts of <br />City Code to incorporate references to sediment and erosion <br />control. <br /> <br />Staff was directed to schedule a Public Hearing for a future <br />regular City Council meeting; and encouraged individual <br />Councilmembers to contact staff following their review of the <br />proposed Ordinance, with their questions and/or comments prior <br />to the Public Hearing. <br /> <br />3. <br /> <br />Consider Switching to Weekly Collection of Recycling <br />Materials <br />Recycling Coordinator Tim Pratt, prior to his presentation, <br />alerted the City Council and public to an opportunity to recycle <br />their black plastic garden containers at local garden centers <br />through a program offered by the Minnesota Landscape <br />Association and Eureka Recycling over the next two weekends. <br /> <br />Mr. Pratt also noted that the recent contest held during RoseFest <br />for naming two of Eureka's recycling trucks had been completed, <br />and the trucks would be respectively christened "Rosie" and <br />"Espresso." <br /> <br />Mr. Pratt reviewed the contract provisions between the City and <br />Eureka Recycling for possible switch from the current every- <br />other-week to weekly collection. Mr. Pratt reviewed the <br />advantages and benefits to residents for weekly collection; <br />projected 10% increase in collections for other communities <br />adopting a weekly collection; and funding available through <br />revenue sharing costs provided to the City through the sale of <br />recyclable materials that would cover additional costs in <br />pursuing a weekly collection. Mr. Pratt reviewed study <br />comparisons and projected pounds per household, with averages <br />in the City for 640 pounds per household per year currently <br />being collected. <br /> <br />Weekly Collection <br />of Recycling <br />Materials <br />
