<br />City Council Study Session - 09/18/06 <br />Minutes - Page 5 <br /> <br />additional equipment, and were projected to begin weekly <br />collection on Earth Day, 2007. <br /> <br />Mayor Klausing clarified that proceeds from the revenue sharing <br />for sale of recyclable materials collected would be used, with no <br />additional costs to residents for weekly collection. <br /> <br />Mr. Pratt assured Councilmembers and Mayor Klausing that the <br />Recycling Fund had designated and dedicated funds to cover this <br />expenditure in 2007. <br /> <br />Council consensus was that weekly collection was worth <br />pursuing, given the funding for revenue sharing already being <br />available and no added cost to residents, and authorized staff to <br />prepare a motion for City Council consideration at a subsequent <br />meeting - prior to November I, 2006 notice requirement to <br />Eureka Recycling - for Council action. <br /> <br />Councilmember Pust thanked staff for following up on that <br />provision in the contract. <br /> <br />4. <br /> <br />Receive an Update from Staff on Outside Legal Opinion on <br />Twin Lakes Matters <br />Interim City Manager Chris Miller presented results of a staff <br />inquiry, as directed by the City Council at their August 28, 2006 <br />meeting, of four different law firms to determine whether the <br />firm was interested in providing assistance; the approach they <br />would take in providing such advice; and the approximate costs <br />associated with providing such advice, related to obtaining an <br />outside legal opinion on Twin Lakes matters. <br /> <br />Mr. Miller presented his letter of August 30, 2006 to the four <br />firms; and their respective responses to that inquiry, with three <br />of the four firms expressing interest, and one declining <br />participation. <br /> <br />Mr. Miller and Councilmembers reviewed the varying details of <br />their offers via phone discussion and their letters of response; <br />their hesitancy to provide concrete cost estimates due to lack of <br />information on their specific charge and the amount of research <br />being requested and/or required; and their intent to provide more <br /> <br />Update from Staff <br />on Outside Legal <br />Opinion on Twin <br />Lakes Matters <br />
