REQUEST FOR COUNCIL ACTION <br /> Date: 5/14/2012 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Award Bid For 2012 Sealcoat Contract <br />B <br />ACKGROUND <br />1 <br />As part of Roseville’s pavement management program, Public Works Maintenance staff annually <br />2 <br />sealcoats approximately 15 miles of City streets. In the past, staff has been able to be competitive <br />3 <br />with private sector pricing self performing this work. Due to our aging sealcoat specific <br />4 <br />equipment and older equipment technology, we will have difficulty staying competitive going <br />5 <br />forward. Our 1995 oil distributor truck, 1983 Etenyre chip spreader and 1996 asphalt roller are in <br />6 <br />need of replacement and listed in the capital equipment replacement program. This equipment is <br />7 <br />typically used two weeks out of the year. Total replacement cost for these three pieces of <br />8 <br />equipment is $500,000. Contracting out portions of sealcoat operations will save the City on the <br />9 <br />purchase and depreciation of this large equipment expenditure. Staff resources can be redirected <br />10 <br />to other unmet maintenance needs. <br />11 <br />Discussion of Bids <br />12 <br />Bids for contractual sealcoat services were posted in March 2012. Two types of bids were <br />13 <br />considered. Alternate Bid A was for a contractor to perform all aspects of sealcoat operation. The <br />14 <br />results are as follows: <br />15 <br />Alternate Bid A <br />16 <br />Allied Blacktop $289,236 <br />Pearson Brothers $261,817 <br />17 <br />Alternate Bid B was for a contractor to perform only oil and FA2 rock application/install. Under <br />18 <br />this type of bid, City crews would provide and load FA2 to chips into contractor’s trucks. The <br />19 <br />City would perform pre and post sweeping operations because the City has up-to-date street <br />20 <br />sweeping equipment in our Fleet. The bid results are as follows: <br />21 <br />Alternate Bid B <br />22 <br />Allied Blacktop $200,493 <br />Pearson Brothers $185,584 <br />23 <br />Alternate Bid B is the most cost efficient option because of the public/private partnership and <br />24 <br />because the City can purchase FA2 chips with our Joint Powers Agreement with the City of St. <br />25 <br />Paul at a competitive cost. <br />26 <br />27 <br />28 <br />Page 1 of 2 <br /> <br />
