<br />City Council Regular Meeting - 09/25/06 <br />Minutes - Page 19 <br /> <br />preserved as is. <br /> <br />Considerable discussion ensued regarding snapping turtles and <br />their adaptability and natural habitat preferences; tree <br />preservation; input available from the City's Forester; tree <br />preservation practices during construction; developer-paid <br />temporary rerouting of the sanitary sewer line to service the <br />neighborhood; and tree species identification. <br /> <br />[9.1] <br />Klausing moved, Maschka seconded, approval of the <br />PRELIMINARY/FINAL PLAT, creating four single-family lots <br />served by a new public road, subject to the conditions specified in <br />Section 7.3 (as amended by the Planning Commission on <br />September 6, 2006) of the project report dated September 25, <br />2006; and as amended by the City Council to add condition 7.3(i): <br />"The Developer will continue to consult with the Department of <br />Natural Resources (DNR) to a reasonable extent concerning the <br />habits of snapping turtles in the development area, and ways to <br />cost-effectively mitigate any negative impacts on their habitat." <br /> <br />Councilmember Ihlan had several additional questions related to <br />the environmental disruption for moving the sewer line, which <br />Public Works Director Duane Schwartz addressed and described <br />the construction process. <br /> <br />Councilmember Ihlan also questioned the amount of fill proposed <br />and how that would impact the site; with Mr. Schwartz <br />responding to concerns regarding erosion, vegetation, slopes, and <br />grading; location of storm water ponding; and soil improvements. <br /> <br />Councilmember Ihlan spoke against the motion, opining that no <br />environmental analysis had been completed to-date; and <br />expressed her concern regarding impacts on the wildlife in the <br />area. Councilmember Ihlan further opined the impacts to the <br />neighborhood by losing additional habitat and public property <br />next to an existing City park. <br /> <br />Councilmember Pust thanked the applicants, Grant Johnson and <br />Chris Wiley, for working with the neighborhood.
