<br />City Council Regular Meeting - 09/25/06 <br />Minutes - Page 18 <br /> <br />Mr. Stark noted that staff recommended approval, as conditioned <br />in the staff report; and noting that no previous park dedication <br />fees had been paid to-date but would be incorporated into the <br />approval process. Mr. Stark opined that the development, as <br />proposed, had addressed comments of the neighborhood, and <br />balanced wildlife habitat preservation with the rights of a property <br />owner to develop their property. <br /> <br />Councilmember Ihlan questioned who would bear the cost of the <br />sewer line relocation; with staff responding that it would be the <br />developer's responsibility. <br /> <br />Councilmember Ihlan had additional questions related to <br />environmental issues and review requirements. <br /> <br />Discussion included studies related to plant and animal species <br />and national data bases; concems with threats to snapping turtle <br />habitat and their identification as a species of special concern; <br />impacts to wetlands in the area; and whether a tree inventory had <br />been completed and status of tree preservation in the development <br />area. <br /> <br />Councilmember Maschka opined that is was a good project; and <br />well designed with consideration given to neighborhood concerns. <br /> <br />Public Comment <br /> <br />Melissa McKnight, 493 S McCarrons Boulevard <br />Ms. McKnight provided detailed testimony related to the wildlife <br />dependent on the surrounding area; her concerns related to <br />snapping turtles and their natural habitat disruption; her request <br />that the Department of Natural Resources (DNR) be allowed to <br />review the construction site before any destruction of habitat <br />occurred for any natural wildlife in the area; and suggested that an <br />environmental assessment of habitat be performed before <br />disruption of the site. <br /> <br />Ms. McKnight opined that Roseville residents should be the <br />Council's first concern; and that the developer's tree plan should <br />err on the side of caution; and asked that the neighborhood be <br />
