<br />City Council Regular Meeting - 09/25/06 <br />Minutes - Page 26 <br /> <br />Councilmember Maschka noted that he had already <br />requested that staff include the issue on the October 16, <br />2006 Study Session for discussion, not for solutions at this <br />time. <br /> <br />Staff was so directed. <br /> <br />B.b Request of Councilmember Kough: Consider <br />authorizing a Councilmember to attend the national <br />League of Cities Conference in Reno, NV, December 5 <br />- 9, 2006 <br />Kough moved, Maschka seconded, authorizing interested <br />Councilmembers to attend the upcoming Congress of <br />Cities and Exposition in Reno, NV, from December 5 - 9, <br />2006, sponsored by the National League of Cities. <br /> <br />Considerable discussion ensued regarding benefits to <br />Councilmembers attending; current budget constraints and <br />availability of funds; and taxpayer perception of justified <br />use of public funds. <br /> <br />Councilmember Kough spoke in support of the motion. <br /> <br />Councilmember Pust opined that if Councilmembers <br />wished to attend, they could spend their own money, but <br />during this time of increased tax levies and required <br />budget constraints, it was not time to use public dollars for <br />Council travel out-of-state. <br /> <br />Mayor Klausing supported the benefits of attending such <br />events; however, requested that Councilmember Kough <br />provide a more concrete reason for attending to justifY <br />taxpayer expense. <br /> <br />Councilmember Ihlan supported revisiting the City policy <br />related to travel for City Council and staff. <br /> <br />Klausing moved, Ihlan seconded, tabling action for <br />consideration at the next meeting, and directed staff to <br />provide a copy of the City policy related to City Council <br />and staff travel. <br />
