<br />City Council Regular Meeting -10/09/06 <br />Minutes - Page 27 <br /> <br />Public Works and Engineering Director Duane Schwartz Workplan & <br />presented staffs annual evaluation of City infrastructure for Order Feasibility <br />development of ongoing maintenance and replacement needs, in Study for <br />accordance with the City's Pavement Management Plan (PMP), Neighborhood 10 <br />and as part of the City's annual budget and capital improvement <br />plan. Mr. Schwartz noted that the City's PMP was initiated in <br />1986, with 73 neighborhoods identified, and a two-phase program <br />implemented for street reconstruction and/or major maintenance <br />activities (i.e., mill and overlays). Mr. Schwartz noted that the <br />recommended Neighborhood 10 Reconstruction was the last <br />neighborhood slated for reconstruction. <br /> <br />Mr. Schwartz identified the project area (Neighborhood 10) as <br />Asbury and Ridgewood Street; bounded by Northwestern College <br />to the west, Snelling Avenue to the southeast, with the streets <br />continuing into Arden Hills to the north. Mr. Schwartz noted that <br />in 1998, the neighborhood petitioned the City Council to not <br />reconstruct their street, but to wait until the work could be <br />completed in conjunction with Arden Hills; and the project <br />delayed. Mr. Schwartz noted that the engineering staff had <br />reviewed the Arden Hills five year CIP, and their streets are not <br />programmed for reconstruction until after 2012, and at this time, <br />the Roseville streets are in much worse condition than the Arden <br />Hills segments; and he recommended maintenance at this time to <br />avoid ongoing and increasing maintenance costs in keeping the <br />streets in satisfactory repair. <br /> <br />Mr. Schwartz reviewed the staff report dated October 9, 2006, <br />identifying the 2007 work plan for seal coating, mill and overlay, <br />as well as the reconstruction portion; and reviewed the proposed <br />timeline, allowing for a more favorable bid schedule. <br /> <br />Mr. Schwartz advised the City Council that staff was in ongoing <br />discussions with Ramsey County regarding their plans for County <br />Road B-2 from Rice Street to Lexington Avenue, and that staff <br />would return to the City Council following those discussions, to <br />provide alternatives. <br /> <br />Discussion included neighborhood support for the reconstruction <br />at this time, and staffs intent to hold informational meetings to <br />seek public comment for Council consideration; and bid climate <br />
